The State Council of the People’s Republic of China has issued a statement that it plans “to curb greenhouse gas emissions and promote green and low-carbon development during the 13th Five-Year Plan period.”
The carbon dioxide emission levels per unit of GDP in 2020, according to the said plan, will be lower by 18 percent than last year.
Carbon emissions in 2020 will be controlled while total energy use will be maintained within the five billion tons of standard coal.
Energy consumption per GDP will be lower by 15 percent than last year as well.
The nation will carry out a low-carbon energy revolution, the State Council said on Friday, November 4.
It also said the country will promote conservation of energy in public transport, construction, and industrial sectors.
The development of non-fossil energy will also be carried out, including geothermal power, wind power, nuclear power, biomass power, and solar power.
Traditional use of fossil energy will be enhanced as the overall consumption of coal by 2020 will be retained at 4.2 billion tons.
There will also be efforts in creating low-carbon industries.
By 2020, emissions of carbon dioxide for every industrial added value will be lower by 22 percent than last year.
Other initiatives to be carried out include the non-use of chemical fertilizers in its bid to support low-carbon agriculture, as well forestation works to build further carbon sinks targeting forest coverage rate nationwide at 23.04 percent by 2020.
Green, low-carbon, and intelligent urbanization likewise will be carried out as the country supports low-carbon modern-day transportation system.
Effective disposal and recycling of household wastes as well as the campaign of low-carbon lifestyle will also be undertaken.
China will see the creation of carbon emission trading system that covers eight industrial sectors including aviation, paper-making, steel, and petrochemical industries, said the State Council.
